Crises events are almost always unique (you should not have the same crises for a second time) but the reasons for the failure to prepare for or respond to them are not.
This lecture will look at some of the underlying reasons for our inability to prepare for crisis events effectively, and explore alternative options for responses that are not based on military-style hierarchical and centralised command-and-control systems that currently seem to be the natural response option
