About Expert:

Viktor Halasiuk is a Ukrainian economist, currently serving as the president of the Ukrainian Association for the Club of Rome, CEO of the KIEF Academy and a board member at the Kyiv International Economic Forum and WWF CEE. He is also an associate fellow at the World Academy of Art & Science (WAAS). In 2022, he spearheaded the Ukraine Global Faculty, an international educational initiative supported by the Ministry of Education and Science and the Ministry of Economy.

From 2014 to 2019, Dr. Halasiuk held numerous public service positions, including Member of the Parliament of Ukraine, Chairman of the Parliamentary Committee on Industrial Policy and Entrepreneurship, Co-Chair of the U.S. Caucus at the Parliament of Ukraine, and Deputy Chairman of the Ukrainian Part of the EU-Ukraine Parliamentary Association Committee. As a legislator, he was ranked the most efficient Committee Chairperson and the most productive MP in terms of lawmaking in the Verkhovna Rada of the 8th convocation.

Over his tenure, he was instrumental in drafting and passing over 30 bills, which generated economic activity (investments, production, export) of more than $10 billion (including laws on energy service contracts (ESCO), industrial parks, export-credit agency (ECA), 10-year timber export ban, criminalization of timber smuggling, deferment of import VAT on production equipment, freezing of land tax indexation for all industrial enterprises, sixfold increase in export duties on scrap metal, halving the Unified Social Tax rate, cancellation of all taxes on electric vehicles, reduction of the list of licensed activities, cancellation of special sanctions on foreign economic activity, opening state defense orders to private manufacturers, and others).

Before his political career, Dr. Halasiuk garnered extensive experience in the private sector from 1998 to 2014, taking on roles ranging from mid-management positions in consulting businesses to senior roles in investment firms, and chairing the Ukrainian Association for Innovation Development (UAID).

He is a proud alumnus of Dnipro Polytechnic University, where he earned his Bachelor's degree in Accounting & Audit (2002), a Master's degree in Corporate Economics (2003), and a Ph.D. in Economics (2006). He further enhanced his academic credentials with a D.Sc. in Economics (2020) from the National Academy of Management. In 2020, Dr. Halasiuk participated in the 'Responsible Leadership' program at the Aspen Institute Kyiv and has been studying at Harvard Business School since 2019.

Dr. Halasiuk also imparts his extensive knowledge and experience as an adjunct professor at Kyiv Mohyla Business School (KMBS) and Kyiv School of Public Administration (KSPA), where he teaches his "Economic Engineering" course. His studies and training have taken him across the globe, from the U.S., EU, and UK to Japan.
