Viktor Halasiuk is a Ukrainian economist, president of the Ukrainian Association of the Club of Rome, CEO of the KIEF Academy & UGF, member of the board of the Kyiv International Economic Forum and the World Wildlife Fund (WWF) in Central and Eastern Europe. He is an associate research fellow at the World Academy of Art and Science (WAAS). In 2022, he headed the Ukrainian Global Faculty, an international educational initiative supported by the Ministry of Education and Science of Ukraine and the Ministry of Economy of Ukraine.
From 2014 to 2019, Dr. Halasiuk held various positions in public service, including Member of Parliament of Ukraine, Chairman of the Parliamentary Committee on Industrial Policy and Entrepreneurship, Co-Chair of the American Parliamentary Caucus, and Deputy Chair of the Ukrainian side of the Parliamentary Committee on Association between Ukraine and the EU. As a lawmaker, he was recognised as the most effective committee chair and the most productive member of the Verkhovna Rada of the 8th convocation in terms of legislative activity.
During his tenure, he contributed to the development and adoption of more than 30 bills that promoted economic activity (investment, production, export) worth more than $10 billion (in particular, laws on energy service contracts (ESCO), industrial parks, the Export Credit Agency (ECA), a 10-year ban on the export of round timber, the criminalisation of round timber smuggling, the deferral of import VAT payments on production equipment), the freezing of land tax indexation for all industrial enterprises, a sixfold increase in export duties on scrap metal, halving the single social contribution rate, abolishing all taxes on electric vehicles, reducing the list of licensed activities, abolishing special sanctions on foreign economic activity, opening up state defence orders to private manufacturers, and others).
Before starting his political career, Dr. Halasiuk gained significant experience in the private sector. From 1998 to 2014, he held positions ranging from middle management in consulting companies to heads of investment companies, and also headed the Ukrainian Association for Innovative Development (UAID).
He is a graduate of Dnipro Polytechnic University, where he received a bachelor's degree in accounting and auditing (2002), a master's degree in corporate economics (2003) and a candidate of economic sciences (2006). He later obtained a doctorate in economics from the National Academy of Management (2020). In 2020, he participated in the Responsible Leadership programme at the Aspen Institute Kyiv, and since 2019, he has been studying at Harvard Business School.
Dr. Halasiuk also shares his knowledge and experience as an adjunct professor at the Kyiv-Mohyla Business School (KMBS) and the Kyiv School of Public Administration (KSPA), where he teaches a course on economic engineering. He has studied and interned in various countries around the world, from the United States, the European Union, and the United Kingdom to Japan.
Thanks to his experience in economic policy, business strategy, and innovation, Dr. Halasiuk provides consulting services to businesses, senior officials, and members of Parliament, offering effective recommendations and strategic solutions.
