Internationally, trade cannot be very large unless there is a legal framework. Until the 1920s, countries had individual treaties with each of their trading partners but we now have the World Trade Organization whose rules govern international transactions and work to resolve disputes between trading partners. Rules governing trade, such as tariffs, quotas, health and safety measures, and preferential trading arrangements will be discussed in the context of the WTO
